- Climate survey
- Deadline extension 11/22
- Allow more people to respond
- It is very important that we get as many responses as possible
- Information will be used for NECHE and to represent members as well as we can
- Names will not be attached to the survey—just need a unique identifier
- If anyone is worried about their name being attached to the survey, anyone can create a free email account on gmail
- Would like survey done before Thanksgiving break
- A white paper will be created with survey results
- DCE should let union leadership know if they receive a letter of non-reappointment due to HR training
- There is evidence that adjunct faculty have been receiving letters of non-reappointment for not completing HR training
- Also, some full-time faculty have had letters put into their files
- Remedy: once training complete, letters should be removed for FTF
- No remedy for adjunct faculty yet, but will consider grieving if no remedy proposed
- Ex com need to know how many people are affected; please reach out
- Suzanne Buglione’s role at college and on bargaining team
- She is still doing “special projects”
- Not in role of VP, but union leadership cannot get any clear answer as to exactly what she is doing
- She is also still on the bargaining team for the new Day Contract
- We don’t know when she will be rotated off
- Please read the bargaining update
- Sent out last week and attached to meeting reminder today
- Will give everyone a chance to see where negotiations stand
- Biggest sticking point: the Distance Education Agreement
- Management wants to dismantle
- That is a non-starter for union
- Union originally agreed to a two-year agreement and then bargain for longer agreement including the Distance Ed Agreement
- Management going back on its word
- Need a new Strategic Action Committee Member and Contract Action Team Member

- Should be an active year
- Also looking for members for the watchdog group
- They will keep an eye on policies and things going on around campuses, especially contract violations
- MACER Report (JP)
- Meeting this coming Wednesday
- A lot of things under discussion with few being resolved
- New tracking system: what has been done; what needs to be done, etc.
- Many questions still pending
- Grievance Report (Autumn)
- Resolved one of two grievances
- Chapter grievances day and DCE distance ed payment for each modality
- Day—requested mediation; took place on OCT 20th and was unsuccessful; request for arbitration; waiting for date
- Number of chapters also grieving same issue
- DCE–requested mediation—not scheduled yet
- Vaccine mandate
- Two people terminated; one other under negotiation
- Compensatory time was resolved
- MCCC asks members to grieve if you are not offered a class in each work areas; ultimate goal: to change a clause in contract
- Use grievances to be denied and the file a ULP
- New telework policy
- Keeping an eye on it for blackout dates
- Reassign time; seven members affected
- All settled but one
- Faculty member with degree outside of the US was being asked to hire outside agency to verify degree; resolution: faculty member will do so and then apply for reimbursement
- Two prof staff unsatisfactory reviews; resolved at step one
- Work to Rule (Emily)
- Many discussions about WTR over the year
- Past 4 years LLC has been reorganized four times
- Down seven staff members now
- College has acknowledged that area is under staffed
- Taunton librarian left in early September
- College pulled job app down; telling staff will post in December
- Changed from full time to PT time position
- Position of Associate Dean of LLC now changed to director
- Job was already too big for associate dean
- Function of the LLC is the is being affected by missing staff and professional staff
- Only three teaching librarians
- Told they will need to return to campus nights to fill in
- Impacts students and faculty
- Libraries have been closing early on some campuses
- Professional staff and staff are stretched too thin
- First motion that MCCC go on WTR immediately in support of LLC, Advising, and Suzanne remaining on the bargaining team, and contract

- Northern Essex already on WTR
- Board has not decided to go statewide with WTR

- Support of WTR:
- Interim has not showed for any ALT meetings so far
- Consider language around Suzanne—Laura might not be able to remove her
- Was Suzanne’s current role due to job search?
- Should make guidelines clear about WTR
- Many issues are LD leadership issues; still have a VONC—never addressed
- Should we wait until survey results?
- How might this impact students?
- Might be impacted, but at the point where members are being severely impacted
- If one issue is resolved, will we continue with other items?
- Suffering with lack of help, while Suzanne is still employed at a high salary
- Under WTR, still have to teach and meet with students
- Can people still volunteer?

- WTR is not easy—downsides; might impact students, but treating members poorly also impacts students
- Everyone makes own decisions about where to draw the line on WTR
- Revised Motion on WTR: I make a motion that MCCC faculty and professional staff go on Work To Rule effective immediately for reasons including, but not limited to, support of our colleagues in the Library Learning Commons, in support of our colleagues in Advising and other SSEM offices, in question of Suzanne Buglione’s continued work for Bristol, in protest of all the vacancies at the college, and to help apply pressure to resolve the Day contract quickly.
